They're sometimes considered, but rarely accepted. Super Spy was suggested by a poster here, although I made several changes and additions to it (such as bomb dropping and the faster cloak move speed + jump height, along with other things like stat tweaks).

Anyway, people can make suggestions like these all they want. There's no harm in it. Just don't be surprised if your ideas don't officially make it in, considering only one suggested idea ever has.
