when you launch it does the mod launcher come up? if not look in the game folder for the modlauncher executable
the drm-free version of tl2 installs with both versions of the executable in the menu, the steam version just defaults to the modlauncher version

yea once i launched the modlauncher it created one
and can use mods from there
