does the Culling axe one shoot tank ?

I havn't gone through everything, there will be small changes (or weapons removed) for this server. Mostly, so it doesn't efffect the giants that bad.
Tank, HHH, Monoculus, Merasmus and Skeletons (every Entities that aren't clients) are unaffected by any of my attributes, what does it mean ? "chance to oneshot" is useless against them. And before you ask for it, no, I'm not going to support Entities in any of my plugins.
Giant "Gain Ammo on Kill" Heavy
-Minigun Deflector sound
-15000 HP
-gain ammo on kill (to try to make it infinate ammo)
-only uses Minigun
-disables shotgun and fists
-75% knockback resistance (airblasting him is not an option)
-25% blast resistance
-25% fire resistance
-10% crit resistance
-25% bullet resistance
(trying to balance his resistances)
-spawns only on PL maps (so no PLR maps for this guy)
-slower than a normal heavy
-no movement speed lost while Minigun is spun up
-can't be healed on any medic sorces
-can't gain ammo from dispencers at all
-10% ammo gain from ammo boxes (10% is not alot of ammo from boxes, but that incase that the minigun is out of ammo)
Before you say, "this bot is too OP, it will make the bots win if this spawns." this is what I'm going to say. "I AM DOING MY BEST TO BALANCE HIM OUT OK!" So i don't want to here that, if there is any way for you guys to balance this guy out but still gain ammo on kill.
You can, but it's kind-of hard, I think, I never tested it so I can't really tell, you have to edit a population file.

yeah, but solidier have like 3 time more health than sniper for the same amount of player
that a bit weird, 500 is min health
Super Shot (just like the Super Spy) are support giants.
They have lowered health, that's the point.
but when their is like 5 player, better decrease super shoot spawn chance
