The Culling Blade, unless going against a Heavy with the Immobile Sentry AND Merc's Supplies, is virtually a direct downgrade to the Fire Axe. 75 health kills is not an impressive feat when a majority of other melees deal a mere 10 hp less per swing, and can swing faster.

Having it as a percent value makes it better against large targets like Heavy and Soldier, while not making it broken for Scouts, Engies, etc.
What this weapon is currently is a very underpowered combo weapon, able to accomplish less than most other weapons for the Pyro can. So I suggest maybe a 33% health for an instant kill (100 hp for heavies, 41 hp for Scouts at 33%)

With these stats, a good flank Pyro will benefit from the bonus damage against larger targets, while a good travelling team will know to counter the Pyro before they cause havoc. Both parties, giver they know what they are doing, are benefited and show how this design is a little more balanced.

Maybe for you, but not for me. You can use the Back Scratcher which can instakill players at up to 81 health compared to 75, plus it still deals good damage against players with higher health than a treshold. It also fires at a normal rate and it can randomly crit. They should at least add some sort of other upside like a faster deploy speed or speed boost on kill.
