Teamspeak now hosted in Australia (better ping)

The TS server is now being hosted in Australia.
This brings the obvious benefit of better ping to all Australian regioned users of the teamspeak.

This is currently on a 2 month trial and if successful will than remain perminant.

Australian Ping Issues and Teamspeak Restart & Automation

Hi all,
To firstly address the high ping issues to Australian users. I believe that this is mainly due to Telstra's poor peering and it should hopefully fix itself soon, however, if not the teamspeak should still be fully functioning to its capacity.
Also, I've added extra automation for a faster recovery if the host is ever needing to be restarted. After testing it (which is why there was a brief down period) I've found it to recover within a matter of seconds.
