And I don't think SE cares about mods AT ALL.
Correct me if I am wrong.
Anyway, it's not hard to install mods in XIII or XIII-2, you just have to copy paste some files and run the .bat... Invest time in some modding platform is probably not worth it.
Skyrim is not a good exemple, the workshop is one of the worst ways to mod it ^^
(load order, mods management, conflict managment, mod updates... Mod Organizer ftw !)
I don't know how the Workshop works, but I suppose that devs have to work on some kind of interface so the game installs a mod automatically when you subscribe to it.
Or maybe the Workshop is only copy pasting mods in a designated folder, like you would do by yourself if you had downloaded the mod on the internet.
As for XIII games, I think it is most likely becauses mods are not only copy pasting to ADD new files to existing official ones : We have to run some sort of patcher Krisan made. The patcher MODIFIES existing files. So if the workshop is only copy pasting files in your game folder, it would only had the "Mod" folder and the .bat file in your XIII game folder, thus not installing the mod automatically.
The reason is, IMO, copyright : Krisan probably can't upload the modified files of the game because they are still SE property. So he can't upload, like, packages of his mods including modified game files that the Workshop would copy paste in your game folder, replacing exiting files.
Anyway, let's wait his answer ^^
I'm only speaking for XIII-2, cuz I havent modded any other FF game : I sincerely don't know how you can easily screw mod installations with this game. Except if you are not confortable at all with file paths, copy paste and things like that. (but the readme is really simple to understand)
I tweaked Skyrim for around 800 hours, which is, as you said, way harder than XIII-2, so maybe I can't see the problem for games easier to mod because I'm used to it ^^

But it's kinda hard to tell one from another on the internet, I give you that.
For some reason people on the internet are often looking for conflict and very touchy ._.
To conclude :
_I, me, myself, didn't encouter any problem installing Krisan mods for XIII-2
_I, me, myself, didn't find it difficult at all to do so
_I, me, myself, didn't backup any file because if there is a problem I only have to verify cache integrity and download some files for like 1.5 hour
_I, me, myself, respect your opinion BUT have difficulties to don't miss your point because I didn't encounter any problem, understand that

On a serious note : Touchy people should avoid internet, it's bad for their heart.
Officially ff13 does not support modding, krisan defenitly cannot upload pre patched files due to copyright.
