I don't know if you've already figured this out considering how long ago this was posted but I'll throw in an answer anyway:

The reason some of your bots aren't spawning is because you're hitting the player limit for BLU (there can only be 22 bots active as a max), so the rest of the bots can't spawn until another bot dies.
You're trying to have 26 bots active when your first subwave has all spawned, so it's a simple case of too many bots trying to spawn at the same time

- Lowered max rounds to 20 and restructed rounds to compensate
-- There's more Zombies on the early rounds now since from the cod zombies perspective, you start the game on Round 2 now (because of the max limit of 6 people)
- Raised Totalcount limit of Zombies to 50
- Lowered base health of bosses by 10,000
- Added a Survival Bonus of $1200 every 4 rounds
- Added a check so Bruisers cannot attack while charging
- Charging Bruisers now follow a straight line like their L4D2 counterparts
-- No more spincycles
- Adjusted the damage on Dell-OROM's Lament
- The Dumpster now emits a beam of light for 5 seconds when it appears
- Spy now spawns with Primary and Secondary Revolvers
- Sally and Mustang now fire explosive rounds
-- Removed Big Shot as it did the same thing and wouldn't have been as good
- Tanks can now throw rocks through their teammates

I did consider melee weapons for a short while but in all honesty, I really don't think people would like using them when, looking at your own observations on your first go, enemies can easily kill you once they get close enough. And with TF2's melee being a latency meme as it is, it'd probably end up being very frustrating to use melee weapons.
I've at least already lost count of the amount of times I lost rounds during solo testing because my melee failed to register a hit on a zombie four times in a row.

Well that sure was an interesting run, I'll say. A really struggling team got carried by one guy and Thunder Gun until they couldn't carry their dwindling team past Round 12.
Good effort, though. Very insightful about a number of things.

- Blast damage to self is now -75% on all explosive weapons (same as BMMH)
- Adjusted Ray Gun's damage
- Adjusted Thunder Gun's damage
- Adjusted Crossbow's damage
- Gave Syringe Gun's burning shots to the Crossbow
- Players (should) drop guns upon death now
--This was only for the Thunder Gun before
- Lowered the Totalcount limit to 45 from 75
-- You reach this limit by Round 6
- Lowered max rounds to 25, from 30
- Zombies now have an inherent -10% movement speed
--Regular movement speed penalties from early rounds still apply
-- This does NOT affect Special Enemies who have their own movement speeds
- Relocated Head Rattle to make it more accessible
-- You knowing where this is would've made a big difference

20 rounds of fun with your friends, a farm and too many zombies who all could use a bit less of living.

Difficulty: Advanced (Using Trespasser as the benchmark for Expert)
Custom Upgrades: Yes (Including upgrading your entire weapon to become a different one)
Custom Weapons: Yes (Can compile a full list along with changes if necessary)

It's a dumb little thing from Valve where the Demo's grenade launcher doesn't spawn with the adjusted clip (You can see this with Giant Burst Demos too: they'll always only fire 4 pipes the first time)
Vanilla-wise, there's not much you can do about this but with mods, it's probably just having the bot walk through a resupply cabinet func_regenerate so the weapon is properly updated.

Post-release update 2: the bigger
- Fixed several weapons not having the movement speed bonus they should have (the attribute used doesn't work)
- Fixed the Big Shot's projectile not displaying properly
- Fixed a missing PrecacheSound for Treadonator's death sound
- Disabled Romevision
- Doubled the building construction rate of Engineer (to set up quicker)
- Added a check for Spy to give full health on spawn in case they are teleported on the finale

Post-release update 1
- Added some extra text blurb to draw more attention to the Arms Dealer
-- Adding spinning guns didn't exactly work
- Added damage force reduction (more consistently) across the entire mission

Open Beta update 1?
- Lowered Loch-n-Load's Blast Radius buff to +20%
- Lowered Loch-n-Load's damage bonus to +50%
- Added damage fall-off decrease to Loose Cannon
- Fixed a case of Skull Magician Tornadoes not being removed when the Magician dies
