Let make it simpler for anyone to follow: either phishers add you after a bump or they add you randomly. The latter is the chosen method due to the restrictions imposed by us. Which one do you prefer? There is no 3rd option.
The reduction is a consequence of option #2. Removing the fix will return everything to how it was (#1). There is no point in discussion option #2 because the only alternative is option #1. Steam doing something would be option #3, but we all know that's not going to happen.
