Becouse its not popular.
It isn't popular because you don't want to. I don't really understand why you like to have paypal's "buyer's always first" security and pay higher fees.
Paypal is a trusted site not just for steam trading but for most of online buying, it has a very large reputation and is more trusted than skrill, therefore I doubt people would switch to skrill, even with the lower fees.
Is trusted, but few no that PayPal f*cks people with a lot of legit money. Even people who deal on eBay.

- Hardly any chargebacks because nobody uses the site for these ^ reasons.
I (and most everyone else) doesn't know much at all about Skrill, dispite my months of online trading/using sites like Paypal, and that is exactly the reason why I should not just let it "replace paypal". Not until it receives more trafic, is proven trustworthy, is more popylar from within the
Skrill isn't that known in the TF2 community, but if you check the Russian/Asian traders on Dota2 traders, a lot of them use it.
