Why are unsafe trades allowed on Outpost?
OK, despite the 30 day trade cool-off period between gifts being bought and being allowed to be traded, there are hundreds if not thousands of trades on Outpost, offering freshly bought gifts to be 'gifted'.

Isn't this just aiding scammers or even those that have temporary cash flow problems with their bank to potentially rip-off buyers?

If your game gets revoked nowadays, and you haven't traded WITHIN the window, then Steam will just say, tough luck.

So, why allow these sorts of trades AT ALL and eliminate the risk altogether?

Not to mention the trades on Outpost that actually advertise stuff for Paypal funds which is blatantly against Steam rules, surely?

If you take a look at the rules page there's a point about game selling:

No cash or game trading with new accounts. Your account must be at least 2 years old and have at least 20 non-free games before you can start trading games for items or buying items for cash on the website. Exceptions will be made on a case-by-case basis at the discretion of staff.

It is impossible for Outpost to monitor every single trade and whether users are selling giftable copies or not however the above rule should minimize the risk of buying from a chargeback scammer. Ultimately it is your responsability to decide who to trade with or not.

As for Paypal trades, that has always been a gray area. Valve doesn't support Paypal trades but that only means they won't help users that are scammed that way, they don't punish users who sell items for Paypal.

Yes, those rules might help a bit, but scammers in the past have often stolen old accounts, so that wouldn't help.

But, can you answer yes or no; are trades that offer GIFTING as opposed to trading within the window, allowed specifically by the rules or not please?

As I mentioned before, it would be impossible to monitor every single trade and a change like that would negatively affect buyers as well as sellers. The people who get scammed now would get scammed then as well, and scammers could easily make new throwaway accounts to sell their fraudulently purchased gifts before an admin can step in and ban them.

Is it allowed or not?

If it's not allowed, will reporting the ad directly to you have the slightest effect?

All I can see in the rules is:

1. Please do not make trades with...
...
Games in exchange for real world money.

Then rule 9 contradicts that(!) with:

If you're trading for real-world money then you may use the following services: Paypal, WebMoney and Bitcoins — however, be cautious. If you're buying a Steam game that will be gifted to you, please be aware that there is also a significant risk of being scammed with these types of trades. As these are both at-your-own-risk services, we take no responsibility or liability for loss of items and/or money.

So, it looks like you do allow it despite the very real risks?

I thought I was rather clear about why it is allowed and why it would have no effect if it wasn't but just to make sure we're 100% on the same page, yes selling giftable games is allowed as long as your account meets the criteria mentioned in the rules.
