Don't take that risk though and refuse to trade with him. Simple.
Make sure you always check the Steamrep profile of who you're trading with when doing high tier trades and you'll be fine.

Some people are banned on tf2op as alt/scammer, but not steamrep.
Regardless of that, trading with scammers is a punishable offense. I was merely replying to inuyasha who was concerned about trading with people banned on Outpost. It's ok to trade with banned users as long as they are not scammers.
I have seen many times users that are marked on tf2op, but not steamrep. It should be better integrated.
Also problem with SR is, is that many hijackers are not marked there. All obvious alts selling phished goods are not marked there. But I understand trading with them is also punishable.
That's Steamrep policy, they do not mark hijackers because it's a pointless cat and mouse game. All the accounts they use are either throwaway accounts, which by the time they would get tagged are no longer in use or hijacked accounts that are recovered in a matter of hours/days. You may see hijacked accounts temporarily tagged to warn users not to trade with what may otherwise look like a legit account.
If that's what you mean about banned TF2OP scammers not being tagged then you're right, however it should be obvious that they're fishy and you should never trade with them because if you do you're only helping them and become part of the problem.
