Lots of Rust and Dayz scams (not report for personal scam)
Today I steam I was notified that :

"Your recent gift received from "Vilkas999" has been revoked due to a problem processing payment for this item. The games associated with this gift can no longer be played as a result. If you would like to purchase this item, visit the Steam Store. Otherwise, you may choose to delete the local content associated with this gift."

After trading with this guy https://steamhost.cn/steamcommunity_com/id/989162800?tscn=1395187497
who knows what he did wrong, since I, and several others today posted that he had scammed us on his profile page, all of which have since been deleted, Since earlier today however, I have noticed some suspicious trades including https://steamhost.cn/steamcommunity_com/profiles/76561198083019269

Punish, who has similarly been accused of scamming and selling games at not necessarily outrageously low prices, but just under what is normal (6 keys for Rust or 10 + keys for dayz) in order to get people to trade. This has severely weakened my trust in Tf2 outpost, to the extent where I can no longer trust trades that include items that can be revoked through steam, the problem wasn't that I didn't look at his rep, his inventory or how long he had been on steam, He was in good standing, had been on steam for a decent amount of time, inventory looked like what I would expect, and his rep appeared to be excellent. If I can no longer trust these things then how do I trust the person I'm trading with?

You just need a little common sense. When someone sells below market price, no matter how tempting the deal might be do not trade with that person. You can use http://steamprices.com to find out what the cheapest price for a game is, add a little bit to it because sellers need profit too and that is the price you should pay for a game. Anything below store price is fishy and should be reported.

The profile you linked is anything but in good standing, his account is brand new, he has 0 playtime, his profile comments date back to less than 2 weeks ago, empty inventory (probably moved keys to another account to quicksell them), all in all someone who you should avoid trading with. There are plenty of sellers to choose from who have sold hundreds if not thousands of games, it's just a matter of not dealing with the wrong people.

This problem is not new and many people that try to buy or resell games may not be aware of the problem that exists with revoked games, it can happen to legit experienced traders who try to avoid revoked games at all costs.

First happened to me last year and manged to avoid them up until last month when it happened again to me after I bought 2 games from a guy that had a few thousand trades under his belt.

You just need to be careful who you buy from, but even then you can not be 100% positive

All we can really do is try to educate people, besides you can get your items back from steam support

Here's the format you need to send in a ticket, be patient and avoid rambling scam stories in your ticket, its likely they guy you got the game from was unaware and if you ramble a big story in your ticket its less likely to get fixed right away

Copy and Paste then fill out everything between the lines, you can find any information you need in your inventory history, below is all you have to send them once you have filled in the <blanks>

-------------------------------------------------------------------------------------------------------------

On <date of trade> I traded (through the official Steam Trading System) <what you gave> for <what you received>.

On <day it was revoked>, I login to a message telling me it has been revoked. Or you log in and notice game or games missing from your inventory

------What I would like------

In accordance with the Steam Trading Policy I would like you to return to me <what you gave>

Well yes that that can happen if the person who you buy from is a reseller that's why it's best to make sure that the seller buys the game directly from the store. They usually only pick new and popular games that sell fast like DayZ, Rust (I've even seen very cheap CS:GO copies).
