Report a translation problem
No they don't get away with it persay, if they close a trade that we would have just closed anyway then it doesn't really matter
If the user broke the rules to the extent of where they will get banned then they will be not depending on if the trade is open or not
I would say that reporting a single guy 20 times is not the right thing to do.
All you have to do is report a single trade of his for relisting, and wait. It will eventually be seen by an admin/moderator.
You're adding to the amount of tickets there are to the large number of tickets there already are.
Again, simple solution to all this. Get more mods and admins.

Just a sidenote; If you report relist trades and they are kind of all over the place it really helps if you list all the trades in the ticket
