Can I do this in a trade?
I collect crafts #2783.
However, there is a specific craft #2783 that is owned by someone that has blocked me.
I would like to know if it was against any rules and if it's okay for me to make a trade wanting that specific item and posting the current owners outpost trade or steam profile within the trade.

You can't use the site to ask people to contact another person that has blocked you.

Don't need to convey/pass along any message though. I would just be posting a trade for an item and telling people where to find it.
(just playing devils advocate for the sake of a response, just tell me to stop trying with this and I'll leave it alone :boomer:)

Still not allowed. What you are trying to do is classified as a service - you are asking people do to things for you - if you want the items and you know where they are you should be the one going after them.
