Is this some sort of 'begging' for expensive games?
Too many people make trades such as 8 pile of coals for CS:GO or 5 wex essences for Far Cry 3, that is super annoying.

Is it considered 'beggin' on tf2outpost or these are 'proper' trades?

No, Not a proper trade at all. It states at the Trade Rules that "2. Don't create trades unless you're actually going to trade the items (don't brag, basically)"

I bookmark all trades that I report (e.g. naval mine for treasure keys or expensive game)
to see if it was proper report and most of them not banned, so I start to think these are considered 'proper' trades.

They break no rules and there's no reason why you should report them, they're just stupid. The "Naval mine" had a story behind it that's why you see trades like those for it.
