I believe team view is used by IT/computer techs to share screens and complete actions on a clients computer. It has been used to take over an unsuspecting person's computer and install malicious files and in the world of TF2, scam people by the scammer trading himself while in control of the victims computer. Its never wise to relinquish access to your computer unless you are absolutely sure that it is an official source.
From personal use teamviewer is really helpful when use properly and like Nobel said IT pros use it to fix your issues that you don't know what the heck is going on. My dad sure does appreciate it. I've never really used that before, I'm not the guy who helps my dad, I usually am but we are both pretty busy and he is in other countries a lot on buisness. But I remember him telling me that his usual friend wasn't on so he was searching for someone to help him. I tired but have no idea what it was even about. Anyways he noticed multiple tell signs of phishing so he immediatly cancled. Later he found out the same guy did that before and put malware on computers.
