Is there any way I could get my items back? I have a picture of the entire conversation.

It's generally difficult to retrieve items after being scammed, the rare occurrences where Valve have returned items are usually where one person misrepresents something, but they are completely ambiguous to Paypal trading, even more so after the Steam Market.

The best you could do is file a report, make sure to follow the appropriate format, and provide proof of your trade agreement (conversation), item loss (inventory history) and lack of payment (Paypal history, with personal details removed).

You can't get your items back even if you get hacked now. A friend of mine lost access to his account and lost whole backpack. He contacted Steam Support 4 times and all they said was "You should be more accurate while trading" and stuff.

Well that's kind of a bullshit policy. It takes all of 10 minutes to confirm wheather someone has scammed based on how much proof the victim is able to give. If no proof is able to be given I can completely understand, and then it's a totally different situation. In my case I have screencaps of pretty much everything.
Thanks.

It's in their policy to return your items as a one time gesture if you ever get hacked. If your account is stolen multiple times they won't help you as it's your responsability to ensure the safety of your account. If this was the first time your friend got hacked then he should demand his items back from support, pointing to the FAQ that specifically says so.

It isn't that easy. You're given a trading window that you're supposed to use, if you're trading outside of it you're doing it at your own risk. Valve won't help you in cases like this since they warned you to only trade within the trading window.
