You cannot simply post statements against another user without valid proof. If he has scammed you, (i.e. stolen items) feel free to make a report in the report section, following the guidelines.
If he just cancelled an arrangement, move on, he has the right to change his mind.

I buy games in steam for money and I sell for keys. He asked me to buy 5 copies of game, I called the price and he agreed (whether I several times asked he agrees to the transaction, he confirmed a consent). I bought 4 copies and couldn't buy 1 more copy becouse steam lag. I warned him that it is necessary to wait a little times. When I bought the remained copy I wrote that is ready. he answered me that he already bought from other person and that isn't necessary to it these games any more.

Certainly a frustrating situation. You should still be able to sell these games I daresay, it may just take a while to find the right buyer. I do not believe this falls under SR's scope of scamming, although I may possibly be wrong.

From my perspective this just falls into the general buisness courtesy rules. But they don't count on any reputable site. Next time ask if he has another source for these games and also make sure he agrees to hold his deal for you. I won't lie its hard to sell games, unless you're paitent but not unless we are talking dota 2.

it will demand a lot of time and I have no spare cash to do long-term investments

whether I always ask the clients they many times agree on with the price and whether they will make the transaction (whether I 3 times asked it he agrees)

IMHO its grounds for at least a temp caution if in fact there was an agreement and the buyer acknowledged the deal and that the games were being purchased immediately after the deal was struck. Of course the time frame would have to be investigated and screenshots of the conversation and agreement provided.
