Levels don't get you much unless they are on Vintages, though if you find a collector you might get a bit more depending on the hat, though craft hats you won't get much if any extra for.
Nice round craft numbers, palandromes, under 100, 101, 500 or significant numbers can all be collectable. But really any number can be collectable. You can check if an item has a craft number by checking your outpost backpack or looking at your bp form backpack.tf.

Levels are a bit more complicated, your best bet is to search for other sellers on outpost and checking their C.Os and B.o to get s sense of what people are buying your item for. I agree with kings analysis on special levels on craft hats, with the reasoning that craft hats are for the most part theoretically infinite and so more hats with special levels will have a near infinite supply. Vintage special levels are in limited supply and are most likely in a collection already.

Also some might pay you a bit more for a special leveled item, just don't expect to get much or a lot of offers for that matter.
