What is scamming?
Just a small question. Recently I've got random players trading on server and one sold a Salvaged crate for ridiculously low price being happy to sell a "useless crate for new weap (Red-Tape recorder)". First time some micspam actually made me thinking about it...
Is buying items for low price (with full agreement of both sides) considered scamming or is it only about money stealing and hacking?

No, it's completely fine. Looked down upon definitely, but if both parties are informed, and they both agree to it, then nothing can, will or should be done.

Sharking is when a person convinces another player than an item is worth less than it is, and exploits them for it, so if Player 2 convinced Player 1 that his Salvaged crate was worthless, he'd be liable.

I'd just recommend linking the new trader to a basic price guide, and reminding them not to follow it to the letter.

Scamming is when Trader(1) is promised something (payment) for his item(s) and when he does trade his item(s) to Trader (2)
Trader (2) doesn't live up to the agreement and runs of with Trader (1) item(s)
Leaving Trader (1) without his item(s) and without payment

Most new players confuse this with sharking which above person explained.

But is sharking as enough as scamming for SteamRep ban?

Steam rep doesnt really look at sharking reports (at this time), and will ask that people file those reports on an affiliated site such as AceFortress or Harpoon gaming.
