Since we haven't heard from him for a while, I guess the issue resolved itself.
A fake Outpost alone would not do anything, you would also need to fake the Steam login page.
I guess there are easier ways to phish than trying that.

not really, redirecting to a fake steam to steal login would be exactly what they would do. the site would then claim it was down for maintenance while they steal your stuff.
