How would you set the mark? Is asking for 200% ok? 190%?

Should I use tf price if its available? Is rarity a defence? Can I say I see the value differently? Are unusuals treated diffeently to normal items?

Would need an input from a moderator.

Again, use common sense and you should be fine.
No one will give you a hard boundary you can quote to defend your trade not being a troll trade / shark attempt.

We basically use our own judgement, a trade is closed if we believe it will never happen.

Probably, just ask yourself if the trade may happen, with a person who is appropriately informed. I personally believe that a craft number 101 hat is worth as much as a hat with a five digit craft number, as they don't appear in game.

Whatever you consider apt is fine. I personally and many of the staff generally ignore, and as a rule don't bother with price guide like backpack.tf, perhaps only using them to see if an item is of unusually high value.

Price it at what you think is fair, just don't go doing ridiculous things like offering to buy craft hats for 2 rec each, or selling keys for 7 ref or something like that.
