You are imposing impossible/subjective rules.
It's not just russians. It's anyone who can't speak english. Then adds you instead of leaving a comment. It takes them 10 minutes to be able to make a fluent enough sentence for you to figure out what they want and it turns out they are trying to offer 1/3 of what your item is worth.
I'm not trying to suggest a rule, i just wanna know if I can do this or not....

You are free to trade with whoever you want. If you care so much about one's english proficiency just create a complex sentence that requires a thorough answer. And if the person doesn't reply properly then remove them from your friends list or skip the trade.
Do not add race/nationality/color/language proficiency rules in the trade notes. This will only cause hate and problems to everyone.
