As I read this post I understood that the seller wanted him to give 15 keys first, basically for free. So this could be an attempted scam, since the seller didn't approve at first.

Ah, in that case, it would appear to be an "attempted scam", I thought you meant you were making to offer of 15 keys. My misinterpretation, sorry.
