Giving Oneself Rep with an Alt?
I'm not asking if it's allowed or not. I've read the rules, I know that while it is only a tip according to the rules themselves, they should still be followed nonetheless.

No, what I'm asking is what should I do if I've found someone's that done so. When I'm interested in a bigger trade, often the first I will do nowadays is go read the rep, and look at the accounts of some of the people that have given this person rep. And so I have found people that have used their alts to give themselves rep. I don't want to go intruding on someone's business, but like TF2OP have said themselves on the rules thread, "No ranks exempt you from the site rules."

Should I be reporting these sort of actions should I find them?

Of course you should. Rep is the only source of getting trust to paypal trade. If Scammers rep themselves their asses up... Well you know what I mean.

Add a admin and take screenshots and things like that so that you have proof

The rep system is completely broken. These days people ask for rep after they bought you a weapon for a scrap. I've had a convo that literally went like this :
me : hi
him : hi
# he trades me, trades happens (no word exchanged in the trade chat)
him : thx
me : thank you
him : +rep ?

This being said, fake rep is lame and pathetic. (Asking for rep too, but notably less so)
So, yeah. Report them, judge them, burn(*) them.

* : I've got a fondness for fire but I can also appreciate a nice beheading.
