Odd "Quest (#250,201,632,016)" appearing on New items tab in Outpost Backpack.
I have no Idea what this is, and i've seen it on two other Backpacks...Any Idea what it is?

This is an item that tells the game you have a contract. Such as the gun mettle contracts. It can't be traded or seen in game.
