Only If they were banned for a major offense (scamming, being an alt of a scammer, phishing, fencing/trading with hijackers or phishers).

Paypal chargeback scammer - Help needed
PayPal offers no protection to digital goods transactions. Your chances at winning are slim to none. You should have known this was a possibility when it comes to PayPal trades.
