Get a Community Middleman from http://steamrep.com/list/M. Also, you can check a person's SOP rep on their thread, for people who are cash happy in TF2, they should have a lot of rep. If not? Use a middleman. You have to watch out for impersonators though. People have been known to impersonate people with lots of positive reputation, and copy and paste the real person's rep thread.

Also there are no "trusted bud sellers" you either look at their rep or get a middleman.

Do you understand the quality selector for items that they have on TF2OP? You search for a shotgun, pull down the menu, click quality, click strange and search.

Depends on the hat honestly. Terror and Kill-A both sit around the same but each could be less depending on the hat. Dead presidents is dead last though around fetti or bubbles.

Some phishers are hijacked accounts or players gone rogue. Time/Item requirements would slow em down a bit but I doubt it'd ever stop them.
