Edit: Wait, you actually said "few games made by Runic" ... you know, they made 2 games so far. xD
So.....
With the gambler, you can get some very nice uniques from him as well as uniques set items. I believe MF helps you with your chances to obtain uniques.
The gambler is also based on the level of the area. So if you are playing the game for the first time, I believe the gambler will give you items that are around level 20. In addition, once you beat the game and unlock mapworks, you will also have a gambler there. The BIG difference is that the gambler in the mapworks is based on your level. meaning that, if you are level 100, the items you will get will be around level 100. In simple terms, the gambler in mapworks scales with your level. very cool huh?
However, from my experince, once you get to level 100, it also gets harder to get uniques from him. I have MF of 40 and it is damn hard to get some of the high level set items.

1. go to Act II, Ossean Wastes
2. Find the Prison Caravan
- there are 4 Prisoners, 3 give you fame if you free them, 1 gives a Quest which sends you to the Twoer of the Moon
3. Find and clear the Tower of the Moon
- The Prisoner you free in the Tower is Duros the Blade who is also your Gambler
