Recently just finished my blind play-though of the game, I went into it not expecting much; I ended up being blown away at everything game does well, and then some. Black Isle did an absolutely fantastic job with this game, the second too. Let it be known, it's no coincidence the best entry into the series (that being Fallout: New Vegas) was developed by Obsidian Entertainment, founded by the former employees of Black Isle.

I'm a sucker for the top-down view of isometric RPG games, so I didn't have an issue with the style. It added a lot of charm to this game and I honestly wish more Fallout games after the second did the same. But as we all know by now, Bethesda sucks at making any decent games (especially as of late). Soon as they acquired the IP of the Fallout series, it went downhill from there onward -- I also find it funny that this game which was released in 1997, functions better than a majority of Bethesda's game titles... Let that sink in for a second.

The combat is indeed turn based. Lot's of the negative reviews I seen of this game was the style, combat and mechanics that are outdated, or completely absent. I really don't know what those people expected going into it -- They should have done some quick research before buying the game, they would have found it wasn't in their style. You have to be fairly patient when it comes to the turn based strategy combat this game promotes, combat quickly becomes a blast when you figure it out.

This game does have a few issues relating to the vanilla experience. One major thing I would like to outline is the infamous difficulty of creating a suitable character to get you through this game. Simply put: if you do not make a character with decent stats, you will most likely end up being ♥♥♥♥♥♥ over mid to late game. It's crushing, just keep in mind certain stats are basically a necessity to have high to stand a chance getting through the game. Some are obvious while others... Not so much. There is a few ways to increase certain stats later on, but not by much. That might be a major turn off, or like in my case, will keep you wanting to play because of the challenges you must overcome.

I highly recommend you download a community made mod for the game called Fallout Fixt. Basically a mega patch for the existing issues of the game, while simultaneously adding a bunch of community mods that succeed in polishing aspects of the game in dire need of it; also adding mechanics missing from the vanilla game that make it a more enjoyable experience without affecting the original game at all.
