Pirates will ALWAYS spawn with one more unit than you have available, and will ALWAYS steal away half your treasury no matter what you do. You will NOT turn a profit and you WILL be stuck in the negative and there is not a single thing you can do about it.

Either buy tropico 6 or play with unlimited money because this entry stinks.
