1. changing compatibility mode of the game to windows xp (service packet 3) from its properties
2. xlive.dll missing can be fixed by downloading "xlive.dll" from any dll website and placing it in system32 file, if that doesn't works place it in game local files too.
3. fixing most of the crashes by:
Documents\my games\Fallout3\FALLOUT.INI
change bUseThreadedAI=0 to bUseThreadedAI=1 then press enter and add a new line right after that one
iNumHWThreads=2
