I agree that Farthest Frontier still have issues with performance. That said, I can run the game, on medium map, 1k+ pop with no issues in a 3060, but I have 32gb of ram (not sure how much it takes).
And yes, designing maps on great games and making it fun is actually a thing that I do a lot (last ones were for Startship Troopers and Stronghold Warlords). Maybe you are right, maybe this game (Diplomacy) just does not have it enough to keep us engaged.
You can design something more fun and engaging in the Warcraft 3 editor literally.
