Definitely an inferior game to Civilization 5. There are plenty of changes (like cities getting widened) that I personally don't like, and some that are more subjective (such as the artstyle, it's too damn cartoony for my tastes)
The DLCs definitely are overpriced with what you're getting, and this game is like three, four years old now? When Civ 5 was that old, the DLCs were cheap as ♥♥♥♥ and the game regularly went on sale.
The content delivery time (and by that I mean the ♥♥♥♥♥♥♥♥♥ DLC schedule) is basically nonexistent. It's in-line with how Civ 5 was back in the day (not that I would remember, lmfao), but that was... Jesus, seven years ago (for Gods and Kings). Times have changed, and in the age of live-service games that are constantly clamoring for your attention, Civ 6 hasn't put out enough worthwhile content to make me keep playing it.
Mod support is kinda iffy here from what I remember. It's not as expansive as it was for Civ 5 for reasons that can easily be chalked up to age, but I'm not too sure about the actual *content* side of things for mods.
I dunno, it doesn't just grab me like Civ 5 does.
If you really wanna see what this game is like, grab it during a sale in a few years when the DLCs are all out. Assuming Rising Tides isn't the last expansion.
