I would recommend this game and wouldn't recommend it at the same time.

To explain this a little bit better:
I can only speak for myself and i wouldn't ever dare to write such ♥♥♥♥♥♥♥♥ as "if you bla bla then you should buy" because that's up to every individual to decide for themselves.

I personally liked every DoW game. The DoW 2 game was...different...but likeable in it's own ways. For me at least.
I really like the Warhammer 40000 franchise and it's no difference for me if it's Down of War or Total War: Warhammer or something else...the part i really like is that you get to build your base, get into higher escalation-levels which build up the tension and guide what you can do. At least regarding the ability to build some of the units.

I like the hero-system very much. The gameplay differs very much when you play only with normal units and suddenly there's an "Imperial Paladinknight" rushing towards the enemy orcs, splitting them in half with his gigantic sword.
The amount of micro-management later in the battles are really nice.

There are only three factions playable:
-Space Marines
-Eldar
-Orc

But that's part of the lore of the game and that it takes place on Acheron. I think maybe there will be more of the famous factions available in the future. I could imagine that they'll make them available through DLC's.

In my opinion and to me specifically this game is much fun!

Like i wrote before, i can't tell you "if you bla, then you should bla..." but you should watch a few gameplay videos on the internet. And then you can make your own decision based on your own opinion. Just please don't jump on the "this a moba...this ♥♥♥♥..."-Train without thinking for yourself.

So the only conclusion is:
-Get your own opinion
-Look especially if the multiplayer-mode suits you, because currently there's only one gamemode for MP and you have to like it or hate it...it's "special"
-The campaign is a rotation between all three factions, starting with Space Marines, Mission 2 is Orcs and the third is Eldar. With the fourth the rotation starts again. One after another.
-The Unitsystem and the doctrines for your army are very different.
-The Herounits are likeable and their abilities unique and different. Some are supporters and some are bombers...some are warriors and some are AoE-Heroes. But all of them are more like in Warcraft 3 or DoW 2.

Lookup videos in the internet and make up your mind. Then you know for yourself.
I personally recommend it because i like it obviously. So i'm just another person in the statistics that really likes the game.

By the way...the system with heroes being bombers, warriors and other types is more like a rock, paper, scissors system. AoE-Heroes are obviously for enemies who try to run you over with many units or to break free if the enemy has more resources and the bigger army. Break free and capture some points for yourself. The Bombers are against tank and vehicle-strong armies. Warriors more against infantry. The support-units are obviously the cheap heroes for the early game that should support your army early on.

You can criticise me if you think that's "wrong" but that's how i use the heroes at least and i won my battles so far. Obviously i lost too, but this style of heroe-useage did the job for me! ;)
