Planetary Mega Engineering Fix

Description
literally a single file, to fix your mega engineering projects getting wiped when you make a planet into an ecumeneopolis (or any other decision / event that would wipe deposits)
this just adds each depoist from the mod to the special exception list, so shouldn't affect compatability for the vast majority of mods
