Pacifism Balance

Description
This mod reduces the somewhat immense pacifism ethics attraction that occurs from long periods of peace.

Pops each have a positive attraction to pacifism if their empire has not been at war in the last 20 years.

In addition to this, (perhaps having forgotten the above fact), for every 20 years of peace, pacifist attraction will increase by a factor of 1.33 across the entire empire, up to 100 years. This appears to be multiplicative, therefore maxing out with a factor of 4.2.

At the same time, militarist attraction would decrease by 0.75, up to 100 years, giving a factor 0.24.

This means that if a militarist empire is struggling to find someone to fight, or wants to spend a period of time conserving military power, it is possible to experience a drastic shift in population ethics towards pacifism. Due to the second effect, this affects militarist empires -more- than non-militarist empires.

The objective of this mod is to prevent long periods of peace from disrupting explicitly militarist empires, and to prevent pacifism from snowballing in the mid to late game.

Rather than removing these effects entirely, which was tempting, I made three changes:

I have reduced the pacifism attraction gain to a factor of 1.1 per 20 years. The maximum therefore, is 1.61.

I have reduced the militarist attraction effect to 0.95 per 20 years, yielding a potential maximum factor of 0.77.

Pacifism attraction gain due to periods of long peace is also halved for militarist empires. The maximum factor for a militarist empire is 1.27.
