Johnny "Red Shoes" Dugan was considered the top referee in the middle part of the 20th century. He refereed prominent matches around the world, including the bloody war between Rikidozan and Freddie Blasse.

Dugan was infamous for his obliviousness to blatant heel tactics, always "out of position" to catch the rulebreaking.
