you must use the program VTFEdit
and when you select the file .VTF (Valve Texture File), go to "File/Export" and then you select the format (.PNG / .TGA / .JPG).
and then you can edit the texture on the Photoshop or any program you use.
after that, you must return to the VTFEdit, go to "File/Import", select the modded texture, then press "ok", press "ok" again (because it's going to appear a thing called "VTF Options" but don't change anything).
after that, go to "File/Save as" and replace the original texture with your modded texture.
