Broadcast Notecard

There is a button at the top left that, when pressed, will broadcast its description to everyone.
By default it will not broadcast unless the player pressing the button is promoted.
There is a button at the top right of the card that, when pressed by a promoted person, will toggle if the player pressing the button to broadcast needs to be promoted for it to work.
