You can try removing the Stevens pass DLC in BUILD mode and then try adding your own DLC, the route does not come with shunting/freight locos so adding stevens pass it had everything i needed to make a scenarios I wanted.

Hi I am big Fan of all your scenario series. However I cannot play the Paciific Surfliner series as I do not have Stevens Pass. This route is not available to UK players otherwise I would have no hesitation in purchasing it. How feasible is it to modify this series to not require Stevens Pass content? Personally I am not so concerned about any impact on prototypicality (if such a word exists) more with ennjoying a working scenario on a route where I have hardly explored the freight handling possibilites.
