Adds Glitching Arena event to Ultimate Arena

This event causes a bizarre phenomenon in the arena, causing the environment and its fighters to "glitch up" much like a badly-made video game. There's a 35 percent chance of a fighter getting killed or otherwise incapacitated when caught in one of these glitches.
Loosely inspired by the "Glitch Gremlin" episode of AVGN, as well as the many kinds of glitches we get subjected to in buggy video games from time to time.
