Removes the source cost for all special skills (Origin Character Skills) and also Dome of Protection.

Good mod. Only Fane's origin ability has any value compared to a source point, really. The rest I'd rather save for Arcane Stitch or Bless instead of using. This changes that.

Those "unique" source skills are far too weak to have source cost,thanks.
