For SVs these stats would be indeed bad, HVs on the other hand aren't (realistically) made for fast dodging, and values behind 16-18m/s² (rainydays Mining-Hover!!) are nearly impossible to get. So a good 8m/s² (this one has 7m/s²) is all you need for a good HV.
Early Scouts aren't meant for heavy POI attacks either. ;-)

After all the grief you have given people on the forums(but in a helpful construcitve way) I gotta say it; aren't those stats a little on the low side? :))

it's an absolute fantastic design.. just not armed ;-)
That said, I like what you've done with it! Looks like the kind of thing some crazy Mad Max hermit would cook up after being stranded on a backwater planet for a few years.
