Report a translation problem
Not sure how CA set up their AI and how intricate they have done it on the original maps of the game - but I have not used any tools outside the Terry Editor.
In fact, I have specifically used the AI Hint tool in Terry to mark out, for example, High Ground as being a valuable strategic possition for the AI.
I did a whole bunch of playtesting on the map though, monitoring patterns and what kind of approach the AI would take, correcting the AI Hints each time. :)
I hope my answer is fulfilling.
It has been a while since I opened it, but the map is set up so as the AI should always opt for a somewhat meaningful stragegy and deployment.
