Adding it to fastdl is not going to make it 100% secure since obviously the files are transferred onto the client's system and if a user knows how they can go through the effort of getting them files there is nothing that can really be done to secure uploaded content but you can obviously put small things on the content with logos and so on to prevent other communities from using it. In terms of fastdl the issue with this is every time a user joins the server they will need to download the skin each time as the downloads wipe when a player exits gmod, this means that download times will be extended for users. Also, the action will be taken thing as Zac said, no action can be taken as when you upload content to the workshop it then falls under valves terms and conditions.

Sorry, if you upload content to the workshop ANYONE can use it in singleplayer and/or multiplayer (servers). Do anyone can use it. Though I might tell you. If you want a photon Scania Fire Truck private add it to your servers fastdl... Photon doesn't even require an upload if you stream files serverside... Anyways thought I may let you know!
