Fixed Core Worlds Policy

Description
This mod fixes a problem when Caste System (Residence) is used, causing the Core Worlds policy to evaluate slavery/freedom of pops in an inappropriate manner.

Without this mod, setting your Core Worlds policy to "Citizens and Slaves" results in displacing all pops with Caste System (Residence) from your core worlds, even if they are currently enslaved. This caused playing an Authoritarian Empire with Syncretic Evolution to prove rather difficult once the Xenophobic faction appeared and was unhappy with the policy being set to allow all species.

This mod fixes that problem by checking for current enslavement status instead of just species rights.

The end result: If your Core Worlds policy is set to "Citizens and Slaves", ALL slave pops will be allowed to stay on your core worlds, even if they're enslaved because of Caste System policies.
