Basically all of my logics behind "broken Skirmisher"s are in those 3 posts. Of course you can think differnet, and those are how I think. There's no definitive answer in this game dude, everyone has their own way of enjoying XCOM2ing. But I, and some other ppl in those reddit posts, wish to point out that Skirmishers are broken when compared to other OP classes, such as Bladestorm Templar and Reaper.
Your not using Skrimishers properly and changing them the way you do is basically cheating.
I use Skirmiserh rebalance mod, and I have them rifle by ini modification. Now I feel the Skirmisher is compatible with Reaper and Templar. Vanilla Skirmishers have many fundamental flows. I think Multipurpose rifle for Skirmisher would make them more OP.
