Spawn in a flat world. It will take maybe 1:20 to spawn it in, and some patience to weld it to the ground. It must be welded with exactly one space gap between the railing and ground in order for the car to work.

Remove car from railing. The first row of switches represent streets: 1st Street through 5th Street. The second row is for 1st Avenue through 5th Avenue. So if you press the 2nd switch on the first row and the 4th switch on the second row, you'll be heading to 2nd Street and 4th Avenue. You can also press the Home switch or Store switch to go to those places, but don't have too many switches on at once.

After telling it your destination, get in the seat and press the one switch to start.

When you want to go to another place, you have to reset the car by putting it on a lift and placing it close to the railing, with the sensors facing the railing. It should be placed before one of the way-points / between the arches.
