The WorkTheSpace Best Wonderkids Attackers shortlist contains over 350 players (assuming you load every country) who're 21 or younger and have Potential good enough to play in the top European leagues if fully developed.

To load shortlists in game 'Subscribe' to it on the Workshop and then in game go to the 'Scouting' page in game, there's a tab called 'Shortlists and in the top right there's Cog. From the dropdown menu that opens select 'Load Shortlist' and then simply select the shortlist that appears.
